95. The true strength of a country is best demonstrated by the willingness of its government to tolerate challenges from its citizens.

By reading historical reference books and watching movies about past events, people have witnessed the progress of a country's democracy. Not to mention, accepting citizens' point of view represents a significant attribute of a country. Therefore, I strongly bolster that the true strength of a country is attributed to its government's tolerance about challenges from its citizens.

In the imperial era before the 20th century, weapons are symbolic instances which represents the strength of a country; without weapons, a country can not protect its citizens, its sovernignty and its homeland. Because the form of education in that period, people are misleaded and instilled a concept -- weapon is an indispensible element used to prove the prosperity of a country and give security to whole citizens. Althougth Scorates had advocated democracy for all his life, democracy is restrained from propagating to the world as a result of the prevelance of imperialism. In one word, the so-called "true strength" in the past means the number of weapons in a country.

Nevertheless, after Frence Revolution in 1789, government is no longer possible to inhibit people's right -- people's speech right. A famous proverb told us: "The government is of the people, by the people, with the people." When not only a country let its citizens to convey whatever they want to, but also the government can tolerate challenges from its people, the country can improve itself in miscellaneous fields, such as economic, politics, technology, and so forth. As a result, a country can eliminate its bad habits, such as corruption, ecnomic depression, and so on, too. That is to say, it is not our goventment, but our citizens to decide our country's future.

Moreover, the strength of public opinion is no less than that of weapon. For example, when foreign workers complained about the unsound rules of salaries and welfare published by Taiwan government, they were irritated with attitude and ignorance of the officers and went on strike instead of taking fighting or shooting into action. This activities had influence on the operation of major cities seriously and attracted the government's attention to put more emphasis on this issue. Furthermore, whether tolerating challanges from a country's citizens decides the fate of it, and Civil War is one of the best example to demonstate the power of public opinion.

Consquently, even if it isn't approprate to assert that the strength of a country is totally attributed to challanges from its citizens, there is no denying that accepting public opinion can make a country stronger. Admittedly, it is also one of the most important factor to demonstrate the strength of a country.
